Before slamming India’s handling of Covid, let’s look at facts...
Kashmiri is the language spoken predominantly in Kashmir, a region of the northwestern Indian subcontinent. The region encompasses a total area of some 85,800 square miles (222,200 square km). It is bounded by the Indian states of Himachal Pradesh and Punjab to the south, by Pakistan to the west, by Afghanistan to the northwest and by the Uygur Autonomous Region of Xinjiang to the northeast and the Tibet Autonomous Region to the east (both parts of China). The majority of the Kashmiri speakers are in the Indian administrative unit of Jammu and Kashmir (called Jammu, Kashmir and Ladakh till 2019). Do note that people of Jammu in Jammu and Kashmir speak Dogri which is a language in its own right. People in the area of Ladakh speak Ladakhi which is a distinct language in its own right. Ladakh which falls within India is the eastern most part of Kashmir region, and borders Tibet and other parts of eastern China. Kashmiri (and its dialects) are also spoken in parts of Kashmir administered by Pakistan (northern and western parts of Kashmir region).
